Enable rescue mode

POST/cloud/project/{project_uuid}/vm/{vmid}/rescue/

Boots a stopped Linux VM from a temporary disk imported from the same OS image. The system disk stays attached. SSH keeps the existing keys. An optional password is for the console of the temporary system; the system disk keeps its own password. The request waits until the import finishes, then starts the VM. High availability must be off. Resize, reinstall, and snapshots stay unavailable until rescue mode is disabled.
