Create private network

POST/cloud/project/{project_uuid}/sdn/private-network/

Creates an internal VLAN (tag) with a /24 subnet, the gateway on .1 and DHCP. Pick a free cidr from Get private network options. Attach a VM to the network with lan_interfaces (or lan_vnets) when creating or resizing it.
